The NDR queue fails in one of two ways: nobody looks at it, or somebody looks at it and manually does the same three things to every case. Both are process failures, not people failures. NDR is one of the most automatable parts of shipping — three rules cover the lifecycle end to end.
Rule one: notify on open
The single highest-yield automation: when a tracking event creates an NDR case, the buyer gets the self-service link within minutes, while the courier is still in their area. Every hour of delay shrinks the conversion — a buyer told about a failed attempt this morning reschedules today; one told next week greets an RTO.
Rule two: escalate on silence
If the buyer doesn't act within 24–36 hours, the case escalates — flagged for a merchant call, a manual WhatsApp nudge, or a second courier instruction. Silence is signal: either the message didn't land (wrong phone — which is itself an address-quality finding worth recording) or the buyer is genuinely indifferent. Either way a human's time is now justified on this specific case — automation is what earned you the right to spend it.
Rule three: close on expiry
An NDR case has a shelf life — carriers allow two or three attempts over a few days, then the parcel returns. Automation should enforce the expiry: when the action window closes, mark the case RTO-confirmed, free the inventory expectation, and record the outcome against the PIN. Cases that rot open are worse than closed losses — they hide the true NDR-to-save rate and let parcels return unnoticed.
Automation doesn't replace the follow-up call. It tells you which of the forty cases actually needs one.
Pure Parcel's NDR queue watches carrier events continuously, opens cases with buyer links, and tracks the response window — the queue tells you where to look.

NDR is a lifecycle with three decision points, and all three are rule-shaped. Automate the notification, automate the escalation, automate the expiry — and the queue stops being a chore and starts being a report: cases that saved themselves, cases that needed a human, and a save rate you can finally measure.
